The Telangana government is poised to introduce significant reforms in revenue administration through the enactment of the Telangana Bhu Bharati (Record of Rights) Act, 2025. Governor Jishnu Dev Varma has formally approved this legislation, which was passed by the State Legislature during its winter session, and it has been published in a gazette notification.
This new Act supersedes the Revenue Act of 2020, which was established by the previous BRS government led by K. Chandrasekhar Rao and introduced the Dharani portal. The current Congress administration has cited various issues associated with the Dharani system as the reason for the new legislation.
The Telangana Bhu Bharati Act introduces a digital platform called Bhu Bharati, replacing the previous Dharani portal. Additionally, it aims to enhance village-level revenue administration by designating revenue officers.
State Revenue Minister Pongulati Srinivas Reddy has indicated that the procedures for implementing the Act will be developed shortly, and an official implementation date will be announced soon.
